## KG universe (contract)
- All per-KG state is keyed on `kg_code`: the 5-digit Katastralgemeinde code as a **string with its leading zero** (`01004`, not 1004).
- The universe is **kg_count = 7850** KGs, fingerprint `universe_hash = sha256(join(sorted(kg_code), "\n"))` hex. We verify our own list (BEV VGD) against umfeld-at `GET https://umfeld-at.exe.xyz/api/v1/kgs` (If-None-Match / 304) and srtm-lidar-at `/api/v1/kgs?processed_only=0` hourly; status in `https://siedler-oesterreich.exe.xyz:8000/api/metrics` → `kg_universe` (`ok`, hashes, `alert`). A different hash or count is a universe change — we alert and pause derived-cache work instead of proceeding silently.
